My opinion is that you are going to waste time, money and energy. There is nothing wrong with setting up QoS, however the moment you hit the outside world (via telkom etc) the service you have setup is of no use. Why?; Telkom will not adhere to your shaping of the data.
The only real benefit you can get is when many users are using the same connection on your LAN/WLAN. You can then prioritize a predefined bandwidth for VoIP locally on your router/switch. This will ensure bandwidth outbound for VoIP.

Not sure of the switch only side of things, but a Linksys WRT54g (comes with a 4 port switch + wireless) with a 3rd party firmware can do traffic shaping.
I don't think you'll get a intelligent (managed) switch in a 8 port form easy... 12 Maybe, normally only 24 or upwards.
Cisco's are obviously still the dominant ones, but there's quite allot of Intelligent switches from others like NetGear, ZyXEL, etc that supports QoS. They're not *that* expensive either...
