Getting Exchange ADSL enabled

I read it someone on this forum that you can get Telkom to upgrade an exchange if there is enough people on your area wanting ADSL. Is this true and how many people do you need?
 
Telkom decides when they upgrade an exchange - not the public. We might need to speak to Chuck Norris,.. Chuck Norrris owns Telkom :)

As far as i know Telkom won't do anything till they want to for sure, or in the above case Chuck Norris ( or Mr T, Chucks right hand man ) say so. :p
