What does this do physically? Can't one achieve the same result by manually entering the gateway on the 2nd PC?

I struggled for ages to get my Internet shared and eventually just installed a proxy. This worked fine, but the problem that it didn't support all protocols (such as mIRC) and I removed it and battled again with ICS.

Eventually I called a friend and he set the 1st PC with a static address and enterened that on the 2nd in gateway.

Is this basically what ICS attempts to do?
 
ICS comes in handy if you are not on a small network where all pcs have access to the router. i.e. If you are using a dial up modem or a PPPoE connection on one of the pcs, you are able to share that connection so that other pcs on the network can connect through your pc (effectively using it as a router) by entering your pc's IP into the gateway.
