0860 Toll Free Scams

Why is it that reputable companies in South Africa openly deceive the public by advertising their 0860 number then calling it toll free??

086x is a share call number.
0800 is a toll free number!

One such example, on a previous thread rent to own options were being discussed, and teljoy was mentioned, albeit negatively who also offer this false toll free number!!
