There's no proven science behind the idea and it's debatable how accurately an app would be able to measure the phone's total radiation without external sensors. In any case, it's very likely that the app used private APIs to obtain its data, which is against the terms of the developer agreement...

Yep, that's the max. I hope iPhone OS 4 will have a better way to organise apps and allow more to be on the phone at any given time. That said, even though you can't see the extra apps, AFAIK you can still access them by searching for them by name through the Spotlight search.
