As for Link 2 - @Frogfoot Fibre you should rap your NLD provider over the knuckles hard! Running 110mm, black ribbed duct over bridges basically hanging in places is 1) probably not legit 2) asking for vandalism 3) probably not UV stable. How Sanral passed some of that on their bridges is beyond me

A factor could also be that the EEPC is negotiating at 100/100 on the ethernet layer to the ONT whereas your new routers are trying 1000/1000Mbps? Or one side could be stuck on 100, etc. Maybe try forcing 1G full duplex or 100Mbps full duplex on a routers wan port - its a long shot.

Been there done that - the electricity/water guys are oblivious to FTTH. Having said that FNO's simply ignore their wayleave conditions, so the fibre is not where it is meant to be in many many cases.

I would also use a patch cable to transition from LC/APC to LC/UPC - the optics generally don't take APC connectors. Also got to maybe plonk an attenuator inline here - such a short distances with 20km optics can cause issues
