    The parking is forced to be built, so it has no extra cost to them, so it should be free... (currently) (In general parking should be reduced to discourage car use and ideally cost more than transport to the mall using non-car transport...)

    They are required by zoning to build a certain amount of parking.... (the link has some comparisons) (minimum parking is in general a bad idea and results in horrible car-centric designs though...)
