    i think this is their stated main reason but basically they are concerned about competition outcomes (and this is a strong argument because the auction will define market structure for some time) it is obvious that requiring payment for something that cannot be used should not be part of this...

    not to comment on the amount but the operator pays for electricity consumption, security, back-up power etc

    ..... it does not....or not yet anyway ...in my view the cybercrimes bill does not deal with copyright infringement so unlikely that there will be a reporting obligation (even where that is practically possible) ...this looks like government pandering to the same lobby groups that caused...

    negotiated between licensee and landowner...happens all the time on commercial premises or rooftop high sites and occasionally on private land...ICASA is required to develop guidelines on what will be fair compensation, which will be open for public comment
