i think this is their stated main reason but basically they are concerned about competition outcomes (and this is a strong argument because the auction will define market structure for some time)

i am interested in what they are doing/going to be doing with the spectrum assigned to them....might make them a nice fit inside the woan, otherwise at what stage is it returned (and what are the implications for the auction process)
negotiated between licensee and landowner...happens all the time on commercial premises or rooftop high sites and occasionally on private land...ICASA is required to develop guidelines on what will be fair compensation, which will be open for public comment
