That's quite a serious allegation coming from a National Minister, would be interesting to see where the matter ends up.

If there is money missing, get independent auditors in and conduct a forensic audit to get to the bottom of the matter.

If people are found out as such and have misappropriated funds, charge and prosecute them. Simple.
