0Mbps etc on TelkomFTTH?

So recently within the last few days of the month my download speed has gone weird.
It gives me low numbers but then even 0 at times!
I am on a Telkom Home Unlimited plan with 100Mbps Uncapped Fibre
Anyone have a reason why this is? Sometimes it does this at the end of the month sometimes middle of the month. Is this throttling or something?

I doubt you are throttled as it won't go down to zero, even if you use 100% of your 6TB quota your speed will drop to 12.5Mb/s

Untrue. Isp ipc congestion is a real thing on openserve.
