No, that's not how it works. Not any random black person counts as BEE. As a foreigner you need to have became a citizen before 27 April 1994 or after 26 April 1994 if you were entitled to citizenship before that but precluded by apartheid policies.
Perhaps more people here need to read the employment equity act before thinking about hare-brained schemes.

Stop looking for work in SA. Let the black people sort themselves out. You should stand up for yourself, do your own thing, make your own money. Try to get it offshore. Take the future one day at a time.

Obligations to meet for BEE rating. At my ex-employers there's an elected committee who have to sign off on any non-African external appointments.

E.g. On a supervisor level your division may be ahead of the target but the company is still lagging behind. If a supervisor in your section exits the company, you WILL appoint an AA candidate.

I've been informed that from 8 December 2015 Old Mutual will not employ a white person (male or female) without approval from the Old Mutual CEO.
