How about advancing stem cell research and grow rhino horns in a lab for all the "China's" out there
Then they can sniff/rub on dick or whatever the hell else they wanna do with it till the unicorns come home

Probably for the same reason they dont want to create a legal trade. There are game farmers sitting on mountains of the horns that they cut off to prevent the poaching.

The people thats makeing money out of illegal trade is gonna lose and can not pay their back-hands to the lawmakers anymore
