He meant it should be part of the appointment process, obviously.

I noticed that I phrased it badly, but I thought it would've been very obvious what I meant for any normal adult with an IQ above freezing point.

Have not done one personally, but a couple of peeps have to do theirs every 24 month, or their security clearance gets revoked. I am their "reference" and get a visit from SSA to verify their information . The questions range from finance to their sexuality ... preferred self medication substance ... , known properties, bad personality traits...listed self identified vices, - that could possibly open them to black mailing. Invasive indeed , but if there is nothing to hide, why would you, referencing said Eskom managers here, not just get it over and done with. With all the kak that goes on at Eskom...I would say, they do have something to hide.
I have been security cleared several times and the above is correct five people are interviewed and the person being vetted is put on a polygraph , the questions asked are very invasive and personal as well as bank accounts checked .
The process was done every five years and if we failed we were moved to a different job and the chances of advancement in the job was very very slim .
The clearance was part of the job description so if you failed the initial clearance you never got the job .
