Point is, most people won't pay more for USD in ZAR than what the exchange rate is. Unless it's for some sort of investing/trading/commerce.

Also, can't quite understand your first sentence.
On another note, no need to use Rands when buying Dollars, especially on a rise, buy low, sell high applies. Not the other way around.
