It's both. The first refers to the day just ending, the second to the day just starting.
This is not a guess by me, it's fact - in many official circles this is how it's done.

But doesn't help us work it out any further...

Midnight is 24h00 not 00h00.
Since this is a tech forum... Computers count time from 00:00:00.0, so 2020/03/26 00:00 is when? By same, 24:00 does not exist on a computer clock. The 26th ends at 2020/03/26 23:59:59.9999...

A question for perspective: If you schedule a job / task to run daily every day at 00:00 , starting on 2020/03/26, when will it run the first time; between 25 and 26 March or between 26 and 27 March?

Why are so many confused about the date? They said Thursday at midnight. So on this Thursday at midnight, the lockdown will be in effect. If you don't know that midnight is 00:00 then I'm not sure what to tell you...

If they said the 27th as the date which is Friday its because Friday begins at 00:01 which is still correct.

Did they re-announce some stuff or are people just not understanding how time works

eNCA just stated that "When South Africa wakes up on Friday, the country will be in lockdown for 21 days ..."

Yeah going to wait until Monday to get groceries. Let all the nincampoops kill each, less people to spread the virus, during these first few days.

Not a good idea. SASSA grants for pensioners and disabled are being paid on Monday. Child and other grants on Wednesday 1 April. Supermarkets could be hectic.

What happens if a non-essential business refuses to close? Who must it be reported to?

Actually noticed a few items were cheaper at Spar.

Yeah, Spar actually have quite a few products on sale.
Enforcement starts the 26 March so please explain to me how you can be roaming around on Thursday still?

You are wrong, Alan Winde said on the radio this morning it's from Thursday night at 00h00. So effectively Friday Morning is Lockdown. it's not that difficult to understand.

Can anyone confirm that snip showing SMME support is only for 51% black owned companies? If so, that leaves a poor taste.

Doesn't matter; there won't be people entering the business.
Of course, they only need to close if its a brick and mortar store. Online businesses continue as normal.
