24 hour resets?

As far as i know, according to the icasa regualtions, arent isp's supposed to do away with 24 hour resets. I dont know about everyone else but i still get reset every 24 hours with my openweb account. I may be wrong about the regualtions though, can anyone help clarify this?

only when local gets uncapped will the resets cease, rem the resets are just there to monitor bandwidth usage etc

Telkoms idea with its capping pools etc, alot of ISP's werent using Live bandwidth monitoring, ie they could only count up the usage after 24hours, which is why some people were able to excede their cap limit quite considerably on the last day etc... Obviously the ISP's that do monitor the usage real time would be able to use static IP's... this is how i understand it, i could be wrong howeva...

So the ICASA rulings have bascially been taken back again.
