3GB Costs for ISPs

Received the following from a friend:

"International bandwidth is governed by legislated IPLC costs, our current cost is around R4,000 per 64 Kb/s segment, R32,000 per 512 Kb/s which equates to a theoretical cost of 82 c per MB but if you count traffic both way's then it drops to 41c per MB. (Calculated on the line used 8 hours x 21 days in a month.)

Therefore our cost price is R1,290 per 3 GB. Telkom are supposed to base their cost along the same lines and rely on a heavy over subscription rate to keep the price down to where it is. They also cross subsidise from the line costs which we independent ISP's cannot do."

Sounds like you talking about a dedicated line, like diginet. There is a HUGE difference between Adsl 512kb and a Diginet 512Kb, but i do see his point. But you can not compare prices.

I think the install costs of your adsl line should be the same
as a normal line.

I think the monthly line rental should be the same as a normal
line.

I think all local usage should cost something, but NOT WHAT TELKOM
CHARGES.

International costs may be set by the big international telecoms
people, but then Telkom must advertise these "bullies" so that we
don't blame Telkom.

Bottome line is, local ADSL in South Africa is WAY WAY WAY too
expensive and something MUST be done!

What are 'legislated IPLC costs'?

I think it would be a good idea for Telkom to separate international traffic from local traffic when metering ADSL usage. That would stimulate local internet growth, which should in turn lower international bandwidth costs...

Does anyone know more about our international links, who laid them, how much they cost, how they're being paid off?

If so, why are all other countries magnitudes cheaper? And why does Sentech set a soft cap of around 1.5GB? I don't think those prices are nearly as high...

I'm wondering what the point is ?

The prices are still too high! No matter what you compare it to, ISP's are getting ripped off just as much as everyone else because we all have to rely on Telkom.
