512 and "new" 384

Can sum1 help me on this.
My friend's 384 line is currently uploading at 26 kbps and we all know that after the 192-384 "upgrade" it was about 11 kbps. Does any1 else have this ??
AND
I upgraded to 512 specifically for upload. What is the real speed u guys get with 512. Mine is also 26 kbps and that pisses me off. I am paying 120 more for that upload and he is getting it for free.
I have heard that 512 uploads at 38 kbps. Is that correct ?

Yip some people on 512k upload at 4mbit upload speed (384kbps).

Should be:

384 - 128kbps
512 - 256kbps
4mbit - 384kbps
