99% signal strength but poor speeds

i got the 24gig Cell C prepaid sim with the ZTE MF668 modem ... getting really poor speeds ... even though i have full signal strength HSPA+ ... when i put my older modem in the E7120 (i think it is , the white stick cell c branded) i get better speeds , full signal strength ... but not awesome

help ...

it use to work all lekker before

EDIT .. tried with the white 7.2mbps stick and i get

ping 73ms download 0.5mbps upload 0.26mbps
