Many companies and entities that were performing fine 20+ years ago have gone through periods of chaos and struggle because some senior exec/manager read a book about performance monitoring or went to a course and implemented a system that didn't work for the company/entity.

You can bet they still got their bonuses, the whole connection between reward of the individual - only when the company made enough profit - thing went for a loop under the commies.
