No, legally they cannot. They are killing it with all the add-on products, like vitality and their insurance products.
How does law determine what they want to charge for medical aid fees.

Surely their rates are based on inhouse estimates determined by risk scientists?

They are not allowed to make profit. IIRC, up to 15% of the contributions may be used for administration, the rest is used like a trust of sorts.

They actually make around 5 billions from Discovery Health.

Compared to 10 from Life, 11 from Invest and 2 from Vitality.
