A quarter of SA's senior government managers aren't qualified – and it's really bad in the police

Thousands of senior managers in South Africa's public service do not have the qualifications required for the positions that they currently hold, and, on a national level, the police department is the worst offender.

At the start of 2022, more than 25% of senior government managers "did not have the requisite qualifications for the positions that they occupied," according to the Minister of Public Service and Administration, Thulas Nxesi. This was revealed in response to a parliamentary question delivered in May.

Minister Nxesi, when quizzed by DA MP Mimmy Martha Gondwe, confirmed that a total of 2,412 out of 9,309 senior managers did not have their qualifications reflected on PERSAL, government's Personnel and Salary System.

Nxesi did, however, add that "there might be SMS [senior management] members who possess proper qualifications, but such are not reflected on the PERSAL system." In an attempt to gain a proper account of qualifications at senior levels within government, the department of public service and administration (DPSA) urged accounting officers to update PERSAL data.

In the three months preceding February, 50 departments had updated the qualifications of their senior managers on the system.

It's actually not a big deal because for most of these managers, their jobs are not actually necessary. Downsizing would be a better solution than replacing unnecessary unqualified people with unnecessary qualified people.

Until that happens it is a big deal as they’re a drain on the fiscus.

Personally, as long as they have the skills and experience to do the job, I couldn't care less about qualifications, which a lot of times means nothing, but of course this is not the case as the lot are useless and incompetent.

Just like the poor, the government, the sick, the socialists, the uneducated, and the unions :p

Almost everyone in the country is a drain on the fiscus, but we can't exactly set the army on them. Which means that the army is also a drain on the fiscus.

Indeed, they serve no purpose in our case anymore.

You've obviously never worked in middle or senior management where having no management or relevant subject qualifications makes you stand out like a sore thumb? The perfect description for Dunning Kruger. And the worst is, all the qualified guys see your incompetence and snigger behind your blissfully unaware back.
