Thousands of senior managers in South Africa's public service do not have the qualifications required for the positions that they currently hold, and, on a national level, the police department is the worst offender.
At the start of 2022, more than 25% of senior government managers "did not have the requisite qualifications for the positions that they occupied," according to the Minister of Public Service and Administration, Thulas Nxesi. This was revealed in response to a parliamentary question delivered in May.
Minister Nxesi, when quizzed by DA MP Mimmy Martha Gondwe, confirmed that a total of 2,412 out of 9,309 senior managers did not have their qualifications reflected on PERSAL, government's Personnel and Salary System.
Nxesi did, however, add that "there might be SMS [senior management] members who possess proper qualifications, but such are not reflected on the PERSAL system." In an attempt to gain a proper account of qualifications at senior levels within government, the department of public service and administration (DPSA) urged accounting officers to update PERSAL data.
In the three months preceding February, 50 departments had updated the qualifications of their senior managers on the system.
