We could get down to that level using 95-unleaded or diesel if the government would get rid of most of their taxes on said fuel. Simple, quick and efficient. Wouldn't take long.

But it would almost certainly empty the trough at which they feed, leading to gnashing of teeth and wailing from those who benefit from these taxes.
