The cheapest option would be as mentioned above by @milan188 , but if you don't want to go that route, then perhaps look at something like this:

My wife has been using the older version (Vivosmart HR) for more than a year now, and it is working very well.
Yes. Only the Samsung Health app will work with the cheap garmin device. You must also have a Samsung smart phone that has a ANT+ support.

Doesn't have to be a Samsung device. With somefew ANT+ apps on my Xiaomi Redmi Note 3 I use Samsung Health app with Garmin heart rate monitor strap. The Xiaomi Redmi Note 3 has ANT+ functionality but it's not enabled by default so the apps needed are ANT Radio Service, ANT+ Plugin Service and ANT Tester (this was needed to see if ANT+ was working and switch on the plugin and service) was a bit of a ballache when my Garmin forerunner packed up but as I had a strap and my phone was ANT+ enabled I got it to work, now I just need a punch to carry my phone in when I run or cycle. Works well for me. Search Google to see if your phone has ANT+ functionality

That's awesome. I didn't know non Samsung devices could run S Health with the ANT+ functionality working.

I see Huawei is on the list now but can't seem to find a comprehensive list of all the vitality linked devices.

I just got my wife a Huawei Colorband A2 with HRM, stepcounter etc. for R799. It works with Vitality through the Huawei Health app. It will be delivered tomorrow so I will report back once she used it a couple of times.

Why doesn't Google Fit work with Discovery or do I need to get my eyes tested?

Yes. But I do, so it isn't a problem for me.
