ADSL in Wetton/Ottery - Slow Browsing (Ottery 2 Exchange)

Browsing is very slow and slow download speed, anybody in the same area have similar issues let me know that I am not alone

Problem is all the time - in the past 2 weeks only got + 2MB/s speed on the line twice, when doing a speed test the majority of the time I do not hit 1MB/s.

Tried a trace route but got unknown host this is the ping result at 13:21 today 14 august:
