ADSL SLAs with ICASA

I wonder if history will ever reveal that Telkom actually penned those regulations.

I probably shouldn't be mentioning this - it was relayed to me privately some time back, anyways rumour has it that !CASA outsourced the penning of the final ADSL Regs to an external entity, and as a result there are fundamental differences between the draft ADSL Regs [which also were not perfect] and the final ADSL Regs [which are even worse], which in no way lets !CASA off the hook for the final & shoddy ADSL Regs. I have to wonder if that rumoured external entity was also representing Telkodemonopolies at the time...

That would be entirely unacceptable. ICASA need to redo those regulations if they were penned by an external organisation. Its almost a given that if it was outsourced, that the outsourced entity had some dealing with Telkom, if not being Telkom themselves.
