Advice needed: Best/Fastest laptop max 15k

Hi, I require the forums advice please.

My friend requires a fast and reliable laptop for a maximum of 15k.

Anything below 15k will also be appreciated.

*A company that is reliable and has a good warranty. They currently use a HP and it is terrible. The chassis is falling apart. Overall quality of HP is terrible.

*Best spec for price appreciated

*They use it for working online.
I can't remember what video/messaging client is used but it is a ram hog. So something fast enough with enough ram will be appreciated.

*Basic photo and video editing is occasionally used.

Check carbonite. Plenty good secondhand/demo deals with warranty for half the price.

I'd personally opt in for a dell xps.

Some of the best laptops I've owned have been HPs, it really just depends on which range you buy.
What is your definition of best? You're going to pay more for something with good build and average specs than a flimsy "high end" laptop.
