In-game purchases aren't available for SA yet, but you should still be able to buy through the Live Marketplace. Have you bought anything from overseas on your card before? I know certain cards need authorisation before you can make international purchases.
Or maybe the site is experiencing a problem, try again tomorrow then contact their support through one of the links here:

Also, have you tried through the Games for Windows LIVE client, Marketplace tab?

i finally got it sorted, contacted xbox support and they were a great help, it turns out it was my own stupidity... the helpdesk agent removed my location details and it worked.

did not work .. had to manually download the .dll file and copy it to windows\system folder and run regserv32 before it came right.

Yeah, but im not a fan of a monthly fee for gaming, i'd rather pay once off and play as much as i like.

Random question guys, did any one else have issues logging in last night? I upgraded to premium and then couldnt log in, kept getting a cannot connect to LIVE error message.

I am on the Athens server, i once again contacted support and they said LIVE is down at the moment and will be so for the next 24 hours, but check on the LIVE server statues and it says its up... who know

I think the download is about a gig, and once it installs its about 2.5 gigs.

Just a heads up:

"The servers will be brought offline for weekly maintenance every Tuesday from 5am-9am PDT (-7 GMT). You WILL be logged out of the game servers at this time. Please finish all your quests prior to the maintenance window to avoid any lost progress."

So that's 2pm - 6pm SA time every Tuesday.

Honestly im not sure, 1gb is based on my estimation from the time it took. Its possible the servers are just slow now.
