am i capped?

this morning at 7, i check my emule p2p dl program, everythng is fine, still dl everything at 40kb/s, then i went to varsity.
when i got home, everything seems donw, emule not working, wow not working,yahoo messenger not workin, msn not working, connection seems all dead, but somehow, i can browse almost all webs fine, even those i never opened before.
i used around 5.8gb up to now, and for passed few monthes, my average useage is aroung 5-8gb, never been capped.
so.. am i capped?
i am in rosebank area.

I'm with Telkom and international browsing has been up the creek since 9.30 this morning. It may be that

yea know what u talking about...i'v had they a couple of times.tis got 2 do with ADSL network. give it a few hours and it will b back 2 normal.

My INT been fine. full D/L speeds of 400k/sec++ and browsing fine.
