Amazon didnt pick that, the developers wanted that to make max profit for them. They got it cheap, could make bundles from it, and the land according to them had no one that could oppose them for it. Heck Amazon wouldve been better off building in Durbanville or Stellenbosch even. But considering their other building is in town, and the property prices in town are helluva high, they could get this land for a bargain as long as they would side with the DA to steal the land from the original owners.
I happen to known people that were involved in the whole process.
Firstly the DA no longer approves buildings in the City that have parking garages or any parking for that matter.
Part of their "initiative" to reduce traffic in town. By not allowing more parking.
Amazon already have 5 buildings in Cape Town, but the buildings there are too small.
They weren't trying to "save a bundle"; they chose the spot that was the closest to where their employees currently work that had enough space for current and future work force.
There aren't very many candidates that match those requirements in Cape Town.
Unlike other companies, Amazon didn't want a building that couldn't provide a parking for their staff, was too far from their current staff buildings or couldn't take expansion.
Now every "MyBB expert" has an opinion on how they could have done better, like they didn't hire people that know better than you guys do

Btw. Amazon is 100% anti-bribery. In China they had similar problems due to not being willing to pay bribes or dealing with contractors that pay bribes.
Nobody had any complaints about that land until they heard a big company was buying it, then suddenly their ancestors cried out to them.
Cried out about all the money they could try to milk from it.
Only problem is, Amazon still doesn't pay bribes.
They'd rather pull out (ie. New York)
And yes the same thing happened in New York.
Amazon didn't want to use the construction mafia, which is a real thing, they wanted open tenders.
That got a bunch of juiced in people very mad and then they pulled the strings to make noise.
There were no special deals for Amazon, they were getting the same deal ANY company on the planet would get if they brought that much profit into NY.
It is a state benefit.
And contrary to what idiots say, Amazon did in fact pull out of NY.
They aren't hiring people and they are actively downsizing anything they already have there.
The construction industry in every country is full of criminals looking for easy money.
Some modern companies don't like to play ball.
