Amazon Seeks Another 4,538 Satellites to Challenge Musk’s SpaceX

Yeah, Kuiper who hasn't launched anything yet and doesn't even have a rocket capable of their own launches (yet) is always going to be two steps behind SpaceX.
 
With all of these satellites being launched by all and sundry, when will it get to a point when you have "traffic congestion at the orbits that these satellites operate at?

I know there was a dramatised illustration of this at some point but who is the authority that tracks this or is it just a free for all in terms of launching as many as you as fast as you can?
