Admitting to a problem, and actively doing something about it, is two different things. If they start to review all appointments made during the past x years, then I might feel that they are serious about the issue.

Admitting that a problem exists when the public at large have known about it for years does not ensure that it is going to go away.

When they actively do something about it (which they now have the ability to do), maybe people will start listening with little more than a passing interest before moving on to more important things like how they are going to pay their bills at the end of the month.
