At least in Tshwane, it is illegal to profit from electricity sales in an estate. I think it is also a NERSA regulation. Your estate should only be allowed to charge the NERSA approved tariffs for electricity.

Our estate used to charge their own tariff and buy in bulk. Tshwane told them to stop that immediately or face legal action. We now pay Tshwane prepaid tariffs.

The estate was using the profits from electricity sales to subsidize other budget items. I pointed out that all estate costs must be recovered from the levy, otherwise high electricity users are subsidizing low electricity users for the estate costs. The levy must cover all budget items fairly and equitably. Our managing agent is also Trafalgar, so they know about this, but hey, property management companies aren't the most honest bunch around.
Our complex charges the rate that CoJ bills them. The more you use the higher the tariff and as the complex has well over 100 homes it is charged as a bulk user.

Getting reseller tariffs does help a lot

We where also being charged bulk rates for water, our managing agent sorted it out. For electricity they charge me 1.79 per kwh. We measure everyone's meter inside the complex once a month and bill at that rate. The residents are charged slightly more to cover common property expenses like the electric fence, security lights, and complex pool pump. We don't try make a profit on it, the rate is generally set at a level that will just cover the complex bill each month.

Is it worth to convert postpaid to prepaid ?
Not a simple answer TBH
you have to look at a few things like (but not limited to)
-private prepaid they tack on extra charges.
-depends on your municipality, some also add on extra charges others actually sneak in ways to charge your municipality fees in there.
-what tariff you on
- how much you use (as going over a certain amount in 1 calendar month puts you in a higher tariff )
-how you use it

For me personally it worked out a lot cheaper (especially in winter) So Im on eskom Direct but i actually went and changed my tariff so i only pay for what i use i do not have extra network fees (most of their tariffs do have these). The next thing is because You actually pay in advance you subconsciously try to save where ever and can monitor usage easily. For eskom the tariff change is 600 kwh (and its close to double the normal rate) so I never purchase more than that in any given month - I looked at what i use in warmer months and purchase a little more than i need (but below the 600 kwh) then when winter comes along i buy the same but my actual usage is much higher but i do not pay more as I dip into the surplus i built up at a cheaper rate
