Anyone know about advertising guidlines in ZA?

Basically I'm looking for information on where I can and cannot put up posters, hand out flyers in south africa.

Can't seem to find any information on the web.

Do these street poles advertisers have a deal with the government or something?

Outdoor advertising is regulated by the city or town council and there should be by-laws governing what can and cannot be done and the procedure for obtaining permission.
