It might be Frogfoot Fibre, they are busy in Garsfontein. They damage water and power lines on a regular basis.

Frogfoots markings in Garsfontein is different configuration and are white. He should enquire from his ward councillor (which would be Ward 44) which would probably know about the wayleaves granted.

yep, marking to show services so they dont damage the infrastructure while trenching etc... they usually mark it after they have scanned using ground penetrating radar to detect electricity, telkom, etc..i cant really say if for fibre or not, maybe theres some other work taking place besides fibre, maybe check with your ward Councillor or municipality.
