An investigation into false billing by service providers needs to be done urgently, Public Protector Thuli Madonsela said on Wednesday.

This is happening on such a large scale, it's scary. Through corruption, fraud and kick-backs, especially on tenders, billions of rands of tax-payer money is going to waste. Everything from upgrading of schools, to transport services, to contractors for roads, water, electricity and other services are being hit by this.

All it takes is for a corrupt official to ask the contractor to overcharge by a certain amount, split the profit, and both walk away happy.
