Departments are split into informal factions, people are trying to get credit for other people’s work, promotion is determined by visibility, visibility is determined by who you know and how much they like you. People try to keep legacy systems alive just because it keeps them relevant. Incompetent people are allowed to make decisions because of their tenure. Pay is dependent on many obscure subjective criteria, implemented in a system with apparently arbitrary rules, etc.By politically what do you guys actually mean?!
