Instead, power to appoint Icasa councillors should vest in President Thabo Mbeki acting on National Assembly recommendations.

From bad to worse really! There should be NO gubmint involvement in the process at all!!

Unfortunately there has to be some guavamint involvement in the process, and much as Mbeki isn't too brilliant, he would be better than Ivy.

I don't think so, Ivy just sings his tune now anyway

Different Name Same Problems. This just gives them another excuse to take longer to actually start pushing the regulations. Now they will need to reorganize everything first and they'll only wake up post 2011. Typical South Africa, don't address the problem, address the perception.

As usual Mr Asmal makes perfect sense. apart from who appoints ICASA counselors.

At least when they are one large body, they have got more clout.

This is very good for South Africa. Even though we stumbling along at times, at least we are moving in the right direction. That can't be bad, can it.

It can be, esp since it'll now be tied up in 7 commitees before a steering commitee for the planning of the process to implement the investigation is called together.

This is SA, we love planning and takling, we never do.

Asmal or Ivey?

Both issues were contested hotly when Parliament’s communications committee considered amendments to the Icasa Act, but the views of the minister and African National Congress majority on the committee prevailed.
I'm confused  Which minister's view prevailed? If it's Asmal, then the ANC majority agrees with the report?

This refers to the initial process when they ICASA Act was amended and Ivy got her way.

De-regulate and privatize the industry already! In the mean time though, internet access remains in the domain of the wealthy, and the rest just wonder what it's like.
