and companies sometimes using "creative arguments" to delay the implementation of certain regulations.

Would that be telscum with their millions of Rands in bribes? :sick:

The regulator might be in a difficult position, but that is no excuse for those so called ADSL regs.

There's a LOT they are supposed to be looking into which isn't on that list, the entire IBA act is supposed to be revised to be up to date. They were supposed to start that ages ago.

And yes, while ICASA can put forward perfectly good draft ADSL regulations to have them squashed by the money grabbing gubmint, I have little faith in anything ICASA they think they are able to do.

But Mashile is loath to predict how many years it will take before Icasa can take the boxing gloves off and call itself a pure enabler (such as the Federal Communications Commission in the US and Ofcom in Britain arguably are).

This is a joke. Surely, he means "kid gloves". No evidence of any boxing, not where Telkom are concerned. FCC and Ofcom are not just enablers, they are regulators with real teeth.

It would be nice to have a list of say the top 5 achievements of ICASA since inception. I suspect it would make pretty reading specialy next to the amount of money used to fund ICASA since inception.
I would have hoped that wireless spectrum would have been carved up into nice bite size chunks ages ago ready for allocation after some rubber stamping.
On another note I saw dome Sunday morning sabc prog with a lady (very bright) from ICASA talking about the newly allocated broadcasting licenses. There was talk of if the market could bear 5 extra players and the lady from ICASA kept saying market forces and competition would drive the market. WHat a pity the same attitude has not been taken with the Telcoms market.

I agree that ICASA could have done much better in the past, but it is encouraging that they are starting to play open cards with what they will be doing and what their deadlines are. We have seen a few improvements, and hope there will be many more.

BTW: All these deadlines are already in the forum calendar, and we will be following the progress closely :D

It is indeed refreshing to see some from of transparency from ICASA, but still, they have done very little in the critical area of broadband. Yes they have projects ongoing that are at the heart of broadband (LLU), but so was the ADSL regs. Who is to say that the public wont be shafted again, cause that is exactly what happened then!

We can look forward, and give support, and in 2,3 or even 4 years time have the wool pulled over our eyes again, and still be sitting with ridiculous prices for pathetic bandwidth allowances.

They can honestly do more right now. Yes it will hurt the margins of their master, but the pockets of the public and the development of our society as a whole have suffered immeasurably due to their inadequacies.
I don't think this is unfair criticism of ICASA is it? The public are the victims here, not them.

Waits for November.
