I can confirm after speaking to a rep of Axxess that:

If you have a history of high usage, YOU WILL be shaped despite the new policy. Funny to find out I only used 200mb over four days and I was graded as 1 Star (out of 5) because of previous month usage.

That I would assume is illegal if a new policy is supposed to initiate a fresh start and is based on current usage.

In other words no matter what some users do (even if its 20mb downloaded) they will be permanently shaped.

How do you see where you have been "graded". I can't find it.

Its precise actually. And apparently its IS's problem and axxess say they are not accountable. Its simply if users downloaded a lot last month, they will automatically be placed in the Top 20% starting this month.

As was quoted "They need to have something to base this policy on and they can't start afresh".

Would your daytime speeds be anything to do with it being a busy internet period or are you definitely throttled?
