I've never parked like this before but I have accumulated several door dings on my car in the last couple of years. Pisses me off to no end. If I ever catch someone denting my car they will receive all my pent up frustration. I try to park far away from everyone but sometimes when I get back to my car, I find that people park so close with so many other empty bays around. Wtf...
It is obvious that this person is trying to avoid door dings. It boils down to people not caring for other peoples property so some take the law into their own hands by parking illegally. They rate a possible fine as better than an ugly door ding which can cost much more to fix.

Me too. I can't stand it when some t*sser parks so close to me, no doubt when he/she and their kids climb back in, there will be dents left in my doors.

Actually, we stopped at more "ultra cities" on the way back from Howick than I care to admit, but if baby needs a nappy change, baby gets a nappy change (and food). This was one stop where I waited outside for mom to "fix" the baby... and low and behold, I got a chance to photograph these... NO ONE IS SAFE THIS HOLIDAY! BE WARNED!
