Bad weather causes Telkom service disruptions

Nope the Sat3 cable was only installed in 2001, Sat2 in 1993 and the sat1 in the 1960's.

While the sat3 carries a lot of our internet traffic along with the SAFE cable, I doubt the Sat1 cable is even in use today, unless some Telkom techie is using it for his own private use

no,no, Underground cable I am refering to those copper cable to your house, not undersea fibres....
