Yup that is correct - I wish the National Party, in their negotiations with the ANC, had thought of giving more powers to the provinces. Centralisation suits the ANC ideology to a tee.

The IFP refused to participate in the first elections mainly because they wanted the ANC to accede to a federal system. The ANC refused despite the threat of violence from the IFP.They did go with a federalist proposal, anc would have none of it.
Can you imagine if E Cape, Limpopo, Free State etc were allowed to just do their own thing with less accountablity to a higher structure how much worse they would be?
