Well, 11:59 is Sunday, 12:00 is Monday. Monday does have a midnight which is 1 second after Sunday. The next Midnight is technically Tuesday so actually there is no wiggle room here.

But when the lockdown started, it was on a Thursday at midnight, but in effect only took effect from Friday morning. So if they use the same logic, it starts on Tuesday.
