True but procuring the cable and two joints from the vendor that has been waiting a year for his money from the last round of incompetence may take a while longer
As they said, it depends on what other damage occured due to the theft. Cable and joint kits should be a stock item as they are frequently used and should be readily available as a stores item.

That cable can be spliced in 12 hours.... Oh wait... probably have to go scratch money together to buy a jointing kit, et-cetera.
The attempted theft may have caused other damage to the substation

No, it will take them 2 days to assemble a team, then another 2 days to find the fault, and then your 12 hours to fix.

We were recently without power for just under 30hrs in Pta East. Had a bit of rain for a day or two and the power tripped at around 11am. That night we were informed that the reason they hadn't fixed it yet was because of a wage dispute... it could have been sorted within a few hours but they decided it was a good time to refuse to work and demand overtime or whatever it was. It went out again a week or two later in the morning again but thankfully they fixed it by 00:30 that time.

If the Chinese can repair a sinkhole bigger than 6 lane wide road under 48 hours, should be faster fixing that cable, unless it is a special cable that is oil filled?

Oil filled cables have been around since the 1940s... not rocket science.
Oh wait... this is Africa...

Ja, go look up PILC cables. Granted those old cables are starting to make trouble now as the upright parts are starting to dry out at the crutches, so stuff can go boom more readily. Pilc is also yucky to work with. It may be called oil, but it is more akin to vaseline, everything you handle tends to be full of gunk afterwards.not readily water soluble either for obvious reasons.

Give me xlpe any day over that. More finicky and procedural to work with but you feel like a lab analyst whilst working.

Years ago I was at HV test where they were building a special rig to test or change to oil for oil filled HV cables.

I recall them telling me the cables were installed in Bedfordview.

If it were these oil filled cables then splicing them could easily take days
These are oil filled cables so yes it takes longer
