Dell isn't what it used to be. Lots of motherboard issues. You'll be better of with a Lenovo
In warranty, they replace. Out of warranty you face the same out of pocket expense with any make of laptop. Besides this, if there is a specific model of Dell that failed you should rather share those details than making a generic comment.

Yes, they do replace. The harddrive. The Indian call centre is always sure its the harddrive even when testing clearly points to motherboard failure. Had 3 Dells have motherboard failures, every time they try to replace the harddrive. The pas 3 years I only buy Lenovo. Never had an issue.
