Best value for money IPS panel monitor available locally?

But with questionable quality... I had my eyes on one of them till I decided screw it, let me just get something with a grantee. Dell 27inch it was.

Hence my comment about balls.

The panel itself isn't an issue...connectivity etc is.

That Dell U2412m is quite nice, a friend has 3 of them, pretty epic. 1920x1200.

However I prefer U2713HM, for several reasons besides the size increase, including but not limited to:

USB3 Hub
No PWM for the LED backlighting, meaning no flickering at all. (Haven't noticed flicker on friend's ones yet)
True 8 bit
2K

and
No heat compared with U2711, due to LED

Hmmm, the Title says Best 'Value' for money IPS panel.

I would go for this in that regard... (Almost R1000 cheaper than the U2412M above - R2699 vs R3630)
