The next owner may want to be on the grid, so that is understanable.What's even worse is that the CoCT will not approve an off-grid solar installation in a new build house unless it has already got a connection to the grid. They actually force you to connect to the grid whether you want to or not, which means even if you don't use any prepaid grid electricity you still have to pay the monthly connection fee. To me that pretty much shows that this is all about revenue protection.
The fee for a service you don't use, not so much.
