Figured out ways to make this law ineffective?
There was nothing to figure out.
Anyone with the slightest intelligence (ie, anyone with more sense than an ANC MP) could have seen from the start that there was very little chance of this law ever doing anything other than throw barrier after barrier in front of legitimate bank users without encumbering criminals for more than a heartbeat.
How many legitimate citizens in this country have the fixed abode wherewithal to comply with the regulations? I certainly don't; I rent a garden cottage with water and lights covered in my rent.
But are the residents of Diepsloot or Kaylesha to be denied having a bank account or cell 'phone because they cannot provide a utility account?
This legislation was doomed to failure and it shouldn't have taken anyone with the intelligence of a four-year-old to figure that out.
Which, of course excludes Mr. Zuma.
