The main concerns is security for me

I see constantly on various groups people selling electricity units for cheap - whether fraud, spam etc I have know people to buy these and they work so yeah there is always that criminal element.

I basically refuse entry to anyone to my property unless I call and arrange it. ID cards mean zip and are freely available and so easily copied as with BOSASA's "high tech" cards which weren't able to be copied -yeah right.

I wouldn't mind being on the meter system but I think as usual there time parameters are never going to be achieved, and yes my attitude might be one of the reasons but there is just no safety, protection or security in SA.

I also need to get my head around the way how they increase cost by amount and time of the month which I don't think is ethical or justified.

There is no time element and I don't understand how people are still not getting it.. it's simple:

Tariffs are based on usage within a month.. there are typically three blocks of usage, escalating tariffs as usage increase:

Tariff 1 for example would be 0 - 350kwh at 1rand per unit..

It does not matter whether you buy on the 1st or the 31st of the month, if you do not buy more than 350kwh worth of units, you remain on tariff 1 for the month..

If you buy 350kwh on the 1st and come the 20th you need to buy more, you will then be pushed to tariff 2 and pay more per unit..

Edit:
I don't know why city officials need to perform the upgrade, as meter upgrades in cape town was simply additional tokens you received when buying electricity, that you punched in like normal and upgrade done.. no security risk..

Unfortunately, we did still have criminals taking advantage and my mother was victim to this..

Not in Buffalo City . Does not matter how much or when you buy. It costs the same.

City power were supposed to do this in 2021 already, I had to go in and make sure all my details for my meter were up to date. This was 2 years ago now
